Pacific & Texas Pipeline & Transportation Company has been specifically structured to meet the Southwest's growing
energy needs. Our vision is to become an energy platform company that will, upon completion of Pacific Texas
Products Pipeline, the Havasu Products Pipeline, and the Picacho Natural Gas Pipeline System will provide critical
infrastructure need to support the economic and population growth taking place in the Southwest. These pipeline
systems will provide a low cost reliable supply of natural gas and refined products from New Mexico, West Texas, and
Gulf Coast refineries.

Our Management philosophy is based upon a customer oriented operation, utilizing the latest construction
management, safety, and security technologies available. Our belief in these guiding principles will make it possible for
Pacific Texas to become the premier pipeline operator in the Southwestern United States.
